Sounds similar to what plusnet are doing - they're introducing a cap and 
turning everyone's lines up to full speed (up to 8Mbps for those close to 
a good exchange :).  It's going to work for me anyway coz I'm not a 
massive downloader but wouldn't miss the stuff I do download going a bit 
faster.
