I'd agree that FTP is not enabled, and probably not installed, on the 
box, although there's a small chance it's being firewalled out with 
an explicit refusal.

If it's just for you, consider using SCP or SFTP, both should work 
"right now", and have surprisingly good platform coverage these days. 
(In fact, almost as good as FTP, so worth considering even if it's 
not just for you.)

Otherwise, you'll need to install an FTP server. There are quite a 
few, in particular vsftpd and ProFTPd are quite popular.
