Nope.  PHP4 is most definitely installed.  Just checked in YaST.  I have 
apache2-mod_php4, and all the various php4 packages except for:
-devel
-php4-fastcgi
-php4-pgsql
-php4-recode
-php4-servlet

So I don't think that's the problem.
