It's not a safety issue.  Things like modems and routers have a 'mare if 
the MAC address of what they think they're connected to changes while 
it's powered up.  It's OK to have the PC on, but the modem and/or router 
should be connected first and *then* switched on to save head scratching 
about why nothing will connect.
