The first disc is the basic OS and applications. The other two discs contain optional packages, drivers and other code you might want to install later.

The Ubuntu Live CD uses the very best compression techniques to 
cram as much as possible on to the CD, but it does leave out a lot 
that other distributions may install as standard to try and keep to one 
CD.  I only know of one thing for certain that is left out and that is the 
OpenOffice.org database and the Java that goes with it.  Also, it only 
has one desktop per CD.
