You want /etc/locale.gen. At least, that is where it is on my machine
(Lenny).
I wonder if you could stop sending your emails in HTML? I have my email
client set not to open HTML files - and I think some people simply delete
them.

Within the etc folder the only locale file I have is locale.alias<br>
and this tells me it is out of date. <br>
