[Wiltshire] Limiting rate of a netcat/tar/pipe flow ?

I am quite used to using tar and netcat as a high
performance way of moving files across a trusted
   network between Debian boxes.....

I.e. tar cv * | nc -lp 67333
and.. nc otherhost 67333 | tar xv

(I recognize the security limitations etc...).

The trouble is, it can work way too well, and create
network problems due to contention ;-)....
I would like suggestions on how to 'rate-limit' this
traffic, if possible.... Is there some common tool
   I can pipe through??

Comments wanted,

Thanks,

--Simon
