in your home directory,

There should be a few directories which store preferences and also a couple 
of files dealing with DCOP and MCOP. Don't delete them, just rename them or 
move them and try starting KDE again. Maybe something messed up on start up, 
or something remains from a previous kde version. I had problems with kde2 
files in my home dirs being picked up by kde3 binaries. if that doesn't work 
move them back to where you found them. I'm not in KDE at work this morning, 
so I can't double check.

the files in ~/

.MCOP.randomseed (or something like that)
.DCOP.somethingbizzare

the dirs in ~/
.kde/

maybe apt didn't set an LD_LIBRARY_PATH in your .bash_profile, I'm just 
guessing, as I haven't set kde up using apt ...... I'll digout my 
.bash_profile.
