MessageLabs scan over 55 million emails a day. By putting in place verification restrictions to email, the delays for that kind of thing would be an absolute nightmare. MessageLabs are in a privileged position in that we are a specialised service for email scanning, most ISPs don't have anything near the level of scanning we have, beyond basic spam/virus detection. Adding the extra layer to hijack encrypted/signed email would be a huge resource drain. The repercussions would likely involve businesses applying pressure on government to remove the restrictions.

I could perhaps talk a little more about this in person, as I'm reluctant to go into details in an email. For obvious reasons ;)
