[Wolves] Gov.UK and MS upgrade licensing deal

Hi

I noted the article in The Register today relating to the UK Government and 
it's OGC (Office of Government Commerce) approach to the procurement of IT.

It seems that MS will continue to be the supplier in preference to Open Source 
on the basis that MS offer a lower total cost of ownership (TCO).

As I considering a project on the general subject area of Open Source with TCO 
as the principal topic area I was interested in the experiences of those with 
experience of converting from proprietary software systems to Open Source and 
the relative cost implications.
