the only thing that should have a solid underline is a link, dotted
underlines for acronyms and other 'pop-up' stuff.  Bold (bolder and all
other variations) are not for headlines h1 -> h6 are for headlines and
it is up to the browser developer how they are rendered.  You should
never assume that the browser is visual so all this rules disapeer when
they become tonal inflections in the voice.
