Hi david,

You could use pegasus dvd source creator through wine. you can set the bitrate 
and everything, it works well through wine.

I also use dvd lab to make dvd menus and to do the muxing etc. I know this 
ain't a proper linux solution but its a solution. Unless you wanna use 
transcode..
