I don't think I've noticed any outages with http://www.eclipse.net.uk/
and I've been with them for getting on for 2 years. They provide several
static ips configurable via the web interface for no extra charge and
the technical support is superb (I had a setup issue due to BT
'forgetting' to turn me on!).
