No idea what a "+4 rotation" is. I'm not having a lot of luck with
this. I tried breaking it up into two-digit numbers to see if they
encoded a letter or an ASCII code, but it seems unlikely; you get
numbers like 82 and 04 in there, and I can't think of any layout of
letters and symbols that spreads that much...
