I did this for us when we moved over to SugarCRM.

I exported the DB with ACT! to csv files, then imported to SugarCRM.

This will not pass over notes etc. and you may have to take several
attempts at it in order to get the data in the right places.  You may
also have to split the import into small chunks in order to get over
file upload/memory restrictions e.g. 2,000 - 5,000 records at a time.

The biggest pain is how different dbs hold an address, I still have
records with too many commas in them (& don't get me started on apps
that force USA phone number formats!).
