Why not :

 * Nexus 7 with 3g
 * Kindle (comes with free 3g doesn't it? - but very basic browser (i think; I've not used one lately).
 * Galaxy Note 2 (large phone)


I don't think there's a Nexus 10 with 3g, so you'd either have to tether it over bluetooth/whatever or wait.
