Yeah - generally you can ignore them until you actually get a proper
county court claim - which are fairly easy to fight as Parking Eye have
to demonstrate a loss of the amount of the fee charged plus they have to
prove they have a contract with the landowner in court.
If you get a county court claim, you can submit an offer to settle out
of court for a smaller amount (say £15-20) which for them is something
as if it goes to court they can't recover their solicitors fees so it
actually costs them money (but allows them to instill fear in future
victims).
Plenty of guides online on how to fight back against Parking Eye and the
like.
You can always go and annoy them in Chorley
