The anti-trust argument is perhaps open to being misconstrued.
As a brand, obviously the government would be wrong to insist on that
brand for a product. That is not to say that the government could not
lawfully require a product license to have certain features (and
indeed does regularly, for example number of users) or require an
outsourced software development team to adopt a particular license.
