One thing I did notice.
"The council was also reportedly advised by Microsoft reseller Computacenter
that it could not use open source systems without falling foul of security
rules."
This is the kind of FUD that is preventing OSS getting a fair chance.
I have personally experienced it [being told we can't use OSS] where I work
even though we already use OSS in places (and is public knowledge that the
NHS does).
