Not sure this is on the right track, but here we go anyway.  Using a
browser as a front end would do what they need and zina
http://www.pancake.org/zina/ comes close on the requirements though
might take some fiddling to do per-track images and text instead of
per-album.  Use the old version to avoid need for database.

Even better, you might prefer to use that as inspiration to knock up
something even simpler yourself.  It's not hard to envisage browser
buttons that use trivial CGI scripts to control playback via mpc & mpd
/ whatever, the images & text would be trivial, and with static html
you could even host the content locally in flat files on each tablet
(no need for even a local httpd).  Just up your street Mr Carpenter
:-)
