There is a bit he has missed which is about attempts to shut down
overseas websites; you may remember that the Canadian authorities
refused to close down a site at the request of the City of London police
because of lack of due process.
As he says, it may have been common for non-UK providers to comply
(illegally) but the Canadian/City of London case was nothing to do with
Snowden - just about the rule of law.
So a loophole of illegality is being closed but, if it is an emergency,
it was an emergency a year ago.
