I have downloaded it, extracted the file and then entered
whatis payetools-rti-15.1.15162.94-linux
in a terminal console.

I get the reply: nothing appropriate but then I am in an rpm environment.

It might be worth trying this and, whatever result you get, you will know 
whether you can go any further with it.
