Ok, definitely 32bit statically linked. If you can’t identify the installer application with the file utility it is most likely because you don’t have 32bit support and you’ll have to install multilib. I don’t know Arch so can’t help you there but there’s some documentation here: https://wiki.archlinux.org/index.php/64-bit_FAQ
The application itself seems to be a Python app that’s been compiled. I’m missing a number of modules so it won’t run out of the box but there’s a number of Qt libs so there is probably a GUI element to it and also some django libs so there is probably a web front end.
Unfortunately, I have to do some work now but I’ll take another bash if I get some free time this afternoon.
