[Bradford] Microsoft introduce package management system

I've been using https://chocolatey.org/ to try and manage windows vms, it
seems to mostly work.


Some info about what oneget is, linked from the chocolatey faq.

So +1 there for microsofts ability to build generic text interfaces.
