Thanks. I have just got round to reading this. The reference to 2004-2006 in 
the title is a little misleading as they chose that time for their network 
research as representative of the fastest expansion of FOSS but it is also 
about the situation in 2014 when, in spite of FOSS being produced largely 
within voluntary organisations, voluntary organisations themselves still 
continued to use proprietary software - with the notable exception of CiviCRM 
for which there is no proprietary alternative. 

It will certainly be interesting to anyone dealing with the voluntary sector 
but the networking research may also be of more general interest.
