Wikipedia has a pretty good page explaining the whole UNIX/Linux
runlevel business. It's largely based on the distro you're using.

Level 0 means it's off, Level 3 brings up the base system (servers and
alike will be running in level 3), X gets switched on at level 5. Init
6 reboots the machine.
