My suggestion is make it from Wikipedia so we can turn it into an 
instruction manual.

1. Wikipedia
2. Joomla
3. Wordpress
4. Raw HTML using text editor VI

Add suggestions or preference.

Wikipedia looks boring but it's good for people to write up their projects.
Joomla or Wordpress might also be good. WP attracts a lot of spammers 
who leave stupid comments so comments have to be turned off so then 
what's the point of WP. Joomla is really hard to figure out.
