Only semi-proprietary. And GNU/Linux will never become that, simply
because the GPL prohibits it. Sure, countries like China who don't give a
fig about copyright law may produce their own versions without source, but
that's futile -- if their enhancements don't get into the mainstream
projects, it doesn't benefit anybody in the long run.
We can only hope that those ridiculous laws proposed periodically in the
USA don't ever come into place -- that could be bad for Linux.
