I've played with GIMP. It looks and feels very different from Photoshop.
Those who claim to know rate it alongside (if not better than) Photoshop.
I have Photoshop LE (came free with my Epson PHOTO EX printer) , which
is a slightly sawn down version of the real (expensive) thing. This
works OK.
My own impressions of GIMP are favourable once you get used to the
different format -- and it's free.
Because there is no Linux driver for my 35mm slide scanner, I do my
scanning under MS Windows 98 / Photoshop LE and then reboot into Linux
to manipulate images or to print them out.
You can of course mount MS Windows (FAT32) partitons under Linux.
If you are interested in 35mm scanners then look at Canon and Nikon --
they do provide Linux drivers.
