This depends on the desktop environment you're using.  Most
distributions will do it for you anyway.

In KDE right click on the desktop -> Create New -> Hard disk and
choose from the drop down list in the Device tab.  Or just type
devices:/ 
into the address bar of konqueror.

What sort of connection do you want?  You probably don't need a new
user for it.
