Depends. Some BT exchanges have ADSL - see www.adslguide.org.uk

Some areas of Dundee and Perth have blueyonder cable. Check with
blueyonder/telewest for details. I'm with BY because my exchange
(Dundee Baxter) is not yet ADSL enabled - though it is awaiting an
activation date, I understand.

Don't know about Cupar.
