I think most providers will be available, provided your local exchange can handle ADSL.
So I'd recommend first finding the right provider for you (using things like
http://www.findmebroadband.co.uk/) and then see if they are available.

Here in Perth I ended up with Eclipse (http://www.eclipse.net.uk/). No complaints, but I
investigated half a year ago.
