Although there is generally little advantage in having a full 64bit user
land. And in fact it can be a disadvantage.

Hence why at least on Linux/Sparc64, userland is 32bit. 

The kernel is of course 64bit. In fact Linux was 64bit on sparc before
Solaris was!
