I'm guessing its the symlink Ubuntu 7.10 security update / hit return
instead of space when installing problem.

sudo apt-get remove phpmyadmin then install it again with
sudo apt-get install phpmyadmin This time press space instead of
return to select the apache2 option... and it should work

Thats the easiest solution or you can do it in the apache conf file yourself.

Failing that if you could post the output of

sudo slocate -u
sudo slocate phpmyadmin | grep index
