I'm not sure i understand what Kris Davidson is saying there.

when i installed phpmyadmin with :  sudo apt-get install phpmyadmin

it installs it to /usr/share which is where webmin looks for it i think.

so i created a symlink in /var/www/  to /usr/share/phpmyadmin

ln -s /usr/share/phpmyadmin/ /var/www/phpmyadmin

this may not be best practice but as i'm only using it for development
purposes. it suits me.
