I think the core of the problem is that IE is so heavily integrated
and installed by default. What I would probably do is:

* Remove the heavy IE integration and have it is an optional install.
* Set the default homepage of this optional install to a list of other
browers; maybe a page with impartial reviews.
* Add support so OEMs and resellers can integrate their own preferred browser.
* Add a browser install to ISP CDs, which most home users would use anyway.
