Pacman should have a pacman-static binary that shouldn't need external
libraries and _should_ run on any Linux system... or am I forgetting
something? It's been a while since I've installed Arch from a chroot...

I have just checked my Linux CentOS 5.3 64 bit server. I have
lzma-4.32.7-1.el5.rf.x86_64 & lzma-libs-4.32.7-1.el5.rf.x86_64 installed.
You will find that they come from additional CentOS repositories:
http://wiki.centos.org/AdditionalResources/Repositories?action=show&redirect=Repositories
In this case you will find it in ATRPMS:
