  I think the crux of the matter is that Government Departments and Agencies
at National & Local level are not adopting and implementing proper contract
tendering procedures and protocols  within their IT policy. These procedures
are widely followed in non-IT contracts to ensure best value for money and
to minimise the potential for corruption in awarding contracts, so why not
in IT?. Open source software solutions should be allowed to compete with
proprietary software solutions with the final outcome, objectively assessed,
based on cost and user requirements. What matters is not the final outcome
but on how it is reached, I am sure that open source software can favourably
compete with proprietary software in quite a few areas (if not all) within
IT infrastructures if "given the chance".
