i'd recommend flash to be honest..
it's closed source and evil but gets the job done unfortunately.
don't rule out a hardware solution either...

I am doing a project for the NHS which needs done in html or flash, it
needs to integrate into a windows program and needs to send commands
back to it, also it will need to take a picture with a webcam.
