A lot of BT and BT Wholesale based connections were suffering quite badly. I saw 14kb/s at an office I manage (that was with nobody IN the office) and plenty of others saw similar all over the country.
Meanwhile others who have actually invested in some half-decent infrastructure were unaffected: BE/O2 coped well with no packetloss or slowdowns bar at one exchange. Virgin wholesale coped similarly: http://www.speedtest.net/result/856931074.png

I ended up blocking a lot of streaming stuff yesterday as the
connection was grinding to a halt. One idiot even tried to watch it
while connected to the VPN.
