The problem is whether local authorities & government authorities will want
to use this license (as mentioned by the author).  This is happening
world-wide where open source policies can vary at national, regional and
local levels within countries and whether it is classified under research,
mandates, preferences or advisory. I wonder if the EC will take this into
account when making their Free and Open Source Software policies (FOSS)
regarding this geographic variation and classification. This was mentioned
recently in a Red Hat blog where it would be a good idea if someone could
map all this complex data. I think they are looking for a student to take up
this task, a good Msc. dissertation?
