How about Alfresco? We looked into it many years ago and it seemed great then - I'm sure it's even better now.

Alternatively.... would the likes of the basic document manager in Zimbra be of any use? That's what we've settled on because it simply lets us keep multiple revisions of the same document. For text-only documents it even has a built in editor.
