Yes indeed - when auditing a commercial process, the level of validation and 
testing is high and hence, perhaps, access to the code is not necessary. But 
in experimental science (for want of a better term) this is unlikely to be the 
case, with programs being written by the experimenters. Look at the stooshie 
over the UEA Climate 'Science' where they would release neither their data nor 
their code.
