Although I have not used this for a while. Dotproject has an invoice
module, and helpdesk/forum etc etc.

It looks like the invoice module has a beta release see

Never used the invoice module, so could not tell you how well it works.
Dotproject itself is a great tool for tracking/assigning/costing work
though.

GLPI also has some very useful tools for tracking work against hardware
etc. But no invoice module.
