[Durham] DVB tuners

After yesterday's re-tune of the Pontop Pike transmitter, my digital tuners
stopped working: I use a homebrew combination of perl scripts running
tzap, dvbstream, dvb_dumprtp, dvb_ts_filter, scandvb and test_dvr
to record TV and radio programmes.

After a little poking around on the Internet, I wrote a new version
of the uk-PontopPike file, which in my systems appears in 
/usr/share/dvb-apps/scan/dvb-t/uk-PontopPike, or 
/usr/share/dvb/dvb-t/uk-PontopPike

Here is a copy of the file, just in case anyone else has the same problem:

All the muliplexes appear to work, apart from the high definition multiplex
(PSB3 BBCB): my ancient tuner might not be able to handle it at all.
