What you need here is an image with what's known as a 'transparent'
background.
This can be done fairly easily with GIFs -- and most graphics
manipulation packages will allow you to do it. You need to set the
colour of the background layer to be transparent as you save the image
-- you can then get the image to 'float' over any page background.
What image manipulation package are you using?
xv? The Gimp? ImageMagick?
Or...
