Find out from them which Content Management solution (assuming it is a
package, rather than something bespoke) that they are using and we can help
more...

If it is something bespoke there are suggestions that one can pass on, but I
think you will have to (to some extent, at least) look to the people who
wrote the software for guidance -- beyond some general principles.
