Try knoppix.net this has a web forum.

I have used knoppix for boot dead windows machines (dead as in OS)
providing you can access a network or floppy drive you can drap data
off.

NTFS is still a little iffy from what i have seen on the website. 
you have fdisk and that sort of thing on it.

There are things like part image partition resizing. i have not useed
these so can't comment on how well they work.
