there are several free dns providers out there 

freedns.org or something similar

you can even work this for a dynamically assigned ip address by
updating your dns entry automatically when a new address is assigned
(this shouldn't happen too frequently for server on adsl)

clearly there will be some 'downtime' while records are updated.
