Freedom 2 Surf (http://www.f2s.net) offer customers control over
their own DNS entries via a web front end, but I think only if
you've got your own domain. They're pretty reasonable, though,
and would probably be prepared to take your money even if you
don't get your own domain (although for 7.50 a year, it's not
that much of a burden to get your own).
